Can’t change Screensaver wait time – This operation has been cancelled due to restrictions in effect on this computer please contact your system administrator


Scenario:

Windows XP porfessional computer was stripped from several functions; Even local admin could not change screensaver wait time; Got message: This operation has been cancelled due to restrictions in effect on this computer please contact your system administrator
Had to open regedit via Windows Explorer, Windows folder to start regedit

Official Microsoft answer:
Click Start, click Run, type regedit in the Open box, and then click OK.
Locate and then click the following entry in the registry:
HKEY_USERS\.DEFAULT\Control Panel\Desktop\ScreenSaveTimeOut
Right-click ScreenSaveTimeOut, and then click Modify.
In the Value data box, type the value that you want to use in seconds, and then click OK.
Exit Registry Editor.
